Beside the unit settings sit the upgrade and tech settings. Both are set per player, and they are the simplest way a map makes one side different from another.

Values you type do not apply until you clear the use-defaults checkbox. And Reset All is not Reset Current - one undoes everything and one undoes the entry you are looking at. The button that discards hours of settings is right next to the one that does not.
