Before the map appears, a use-map plays a screen of portraits and text. That is the mission briefing, under Scenario then Classic Mission Briefings in ScmDraft.
The window looks almost like the trigger editor but has no conditions: only players and actions, running top to bottom once. There is no branching, so there is nothing for a condition to do. Switches do not apply either.

The briefing's colour codes are not the in-game ones. A code that is yellow in a unit name comes out a different colour here. Text Previewer 2's Out-game tab shows the briefing codes - use the in-game table and the colours will be wrong.
A trigger holds up to 64 actions. If that is not enough, add another below and it continues.
